On Thursday February 18th Newport Police assisted by the Lincoln City, Toledo Police and McMinnville Police Departments, served a narcotics-related search warrant at a home on SW 2nd Street in Newport. During service of the warrant and subsequent search of the residence, Officers located Heroin, Methamphetamine, drug packaging materials, digital scales, and other evidence of drug use and sales.
A 4 year-old child was living in the residence. Newport Police Officers contacted Oregon Department of Human Services, who responded to the scene and removed the child from the home. A K9 unit from the McMinnville Police Department was used to assist officers in searching the residence and a vehicle. Arrested at the scene was 47-year old Carl E. Winslow.
He was charged with Delivery and possession of a Controlled Substance for Heroin; and Child Neglect 1st Degree. The investigation continues and additional charges are expected. Bail was set at $5,000,000. The Newport Police Department encourages citizens to report any suspicious activity they witness, as it may assist law enforcement.
