On March 17, 2017 at about 1:15 PM, Lincoln County law enforcement agencies were alerted, by Marion County Sheriff’s Deputies, (MCSO) they were attempting to apprehend James Raymond Killion, age 54, from Salem, Oregon. Killion was being sought by MCSO for probable cause on Sex Abuse charges. He was reported to be armed with a handgun and possibly headed to the coast, operating a white Mercedes panel van.
At about 2:15 PM Lincoln City Police (LCPD) spotted the Mercedes van parked in the D-River Wayside in Lincoln City. Officers were able to confirm Killion was in the van and displaying what appeared to be a semi-auto handgun. Additional law enforcement personnel were requested for assistance. LCPD Officers were able to close and secure the wayside and clear other vehicles and pedestrians from the area, with the assistance of Oregon State Parks and State Highway Department personnel.
Officers began talking with Killion by cell phone as other officers from Oregon State Police (OSP) and Lincoln County Sherriff’s Office (LCSO) arrived on scene. OSP Lieutenant Cari Boyd took over negotiating with Killion by cell phone. Killion could be observed moving around in the van and occasionally pointing the handgun to his own head.
At approximately 4:25 PM Killion put his weapon down, voluntarily exited his vehicle, and peacefully surrendered. Officers transported Killion to Samaritan North Lincoln Hospital for care. Marion County Deputies arrived and transported Killion back to Marion County.
No one was injured in this event. Chief Kilian and LCPD are grateful for the quick response and cooperative efforts of all of our officers and partner agencies responsible for bringing the incident to a safe conclusion. LCPD would also extend their appreciation for the patience and cooperation of our residents and visitors as we worked to keep the scene safe.
