The City of Lincoln City identified a need to upgrade NW Harbor Ave. from NW 15th Street to NW 21st including the intersection at NW 15th Street Beach Access. The goals of the project are to improve pedestrian access and ADA accessibility while balancing the needs of all users including pedestrians, bicyclists, vehicles, and adjacent property owners. Input from two neighborhood meetings and subsequent comments from Council and residents were used to develop a recommended preliminary design. Yesterday Devil’s Lake Rock Construction started to install forms and pour concrete for the side walk on the NW 15th and Harbor Street beach access.
The beach access will be closed to vehicles. Pedestrian access to the beach will be allowed. Money for the project came from the street capital fund and the cost of the project is $450,000. The project includes a new retaining wall and street widening on Harbor north of NW 15th Street, ADA improvements at the intersection of NW 15th and NW Harbor, continuous sidewalks on the west side of Harbor, delineated parking spaces, and storm water system improvements. Every attempt will be made to open the beach access for the Memorial Day weekend. Crews anticipate the work on this project to be complete by the middle of June.
