On July 12th, 2016 at approximately 3:50 AM, Lincoln City Police Officer Jason Spano attempted to initiate a traffic stop on a black 1997 Honda Accord for a traffic violation. The vehicle, which was traveling northbound on Highway 101 in the south 4800 block of Lincoln City, rapidly accelerated away. Officer Spano initiated a pursuit of the vehicle.
The driver of the vehicle, later identified as 26-year-old Sean Richard Sills (Davis) of Stayton, attempted to elude Officer Spano and reached speeds of up to 90 mph. Traffic at this time of the morning was extremely light. At approximately the 900 block of South Highway 101, Sills drove his vehicle over the raised median, causing damage to the right front tire of his vehicle. The damage to the tire caused Sills to lose control of the vehicle, which spun out on Highway 101 and came to a stop near the intersection of Highway 101 and SW Galley.
Sills and his passenger, 29-year-old Scott George Tanner of Salem, both fled the vehicle on foot. Officer Spano was assisted by additional Lincoln City Police Officers in locating Sills and Tanner. Tanner, the passenger, was found to have a no-bail felony warrant for Parole Violation out of Marion County. He was lodged into the Lincoln County Jail on the warrant.
The driver, Sills, was charged with Felony Elude, Misdemeanor Elude, Failure to Perform the Duties of a Driver when Property is Damaged (hit and run), Reckless Endangering, Reckless Driving and Driving While Suspended. He was lodged in the Lincoln County Jail on $110,000 bail.
