Arrests made after brief attempt to elude in Lincoln City

At about 1:15am on February 4th, 2016, Sr. Officer Carter and Officer Spano attempted to contact a vehicle illegally parked in a handicapped zone in a parking lot near the Chinook Winds Casino. After activating their emergency lights and exiting their patrol vehicle the suspect vehicle fled out of the parking lot and south on NW 44th at speeds up to 50mph. The suspect vehicle turned onto NW 40th and entered the Chinook Winds Resort parking lot.

The male driver fled on foot toward the beach as the vehicle stopped. Three other passengers in the vehicle were detained at the scene with assistance by LCPD Sgt. Winn and Sr. Officer Delugach. The driver was apprehended after a short foot pursuit.

The driver, Tyler R. Smith, age 29, of Newport was lodged in the Lincoln County Jail on charges of Attempt to Elude – Felony, Attempt to Elude – Misdemeanor, Escape III along with a Felony warrant out of Lincoln County for PCS-Meth.

Passenger, Jacob Matthew Ray Anderson, age 27, of Portland, OR was charged with – PCS-Meth and a Probation Violation Detainer placed on him from Multnomah County Parole & Probation.

Haley Ann Lynch (AKA Alexis Tchelle Bills)

Passenger, Haley Ann Lynch (AKA Alexis Tchelle Bills), age 35, of Logsden OR, was charged with a Felony warrant out of Lincoln County for Probation Violation (no bail), and a Felony warrant out of Lane County for FTA-PCS Heroin ($50,000 bail).

The other female passenger was determined to be clear and valid and the owner of the vehicle. She was released at the scene with no charges.

OSP Trooper Hanson assisted with helping transport the arrested persons to Newport where they were lodged in the Lincoln County jail.
